何やらバージョン管理か？いずれにしてもグリーン化しておく。
リンク先のページ右下から、ダウンロード。
ファイルを解凍し、debug_kit-masterからDebugKitにリネームして
CakePHPのapp/Plugin/に入れる。
次に、app/Config/bootstrap.phpファイルを開き、
CakePlugin::load(‘DebugKit’); を有効化
なぜ最初から入れてくれないのか？とか思ったりです。
